1 difficult riddle

So a man walks into a pet store and asks the pet shop keeper for a talking parrot, the keeper shows him a bird and said this bird will talk, you just have to talk to it in order for it to talk to you. So the man buys it and takes it home. The man tried almost everything to make the parrot talk, he talked to it constantly, he fed it, then he gave up. The next morning he takes it to the same pet shop and made his complaint. The keeper said it's not that the bird doesn't want to talk, but it can talk. Why couldn't the bird talk?
